Assembly Meets Today On Hospital Transfer
By SHANNON HAUGLAND

The Assembly will have a special meeting tonight to review a draft letter of intent from SEARHC to take over health care services for the Sitka community, but most of the discussion will likely take place behind closed doors, city officials said.
On the agenda is a single item: “Discussion/ direction on Phase III of the Sitka Community Hospital RFP process – the letter of intent with SEARHC, and consider engagement of outside counsel.”
The city clerk said an executive session is anticipated because issues will be discussed, “the immediate knowledge of which would adversely affect the finances of the municipality,” according to the suggested motion.
The motion to go into executive session may also invite consultant Sarah Cave and city finance director Jay Sweeney to take part in the closed-door session.
The first two phases of the RFP process were to seek proposals for the future management of Sitka’s hospital services and the selection of finalists. The Assembly voted on Aug. 28 to move forward with the SEARHC proposal to purchase the health care business of Sitka Community Hospital.
SEARHC has offered a cash payment of $9 million to $16 million, and guaranteed employment for all Sitka Community Hospital workers. The next phase of the transfer will get into more details, with a nonbinding letter of intent, and the two entities working together toward completion of due diligence “with the objective of drafting and entering into an exclusive agreement that best satisfies the objectives of CBS (City and Borough of Sitka) and the selected proposer,” according to the city’s summary of the RFP process.
The meeting starts 6 p.m. tonight at Harrigan Centennial Hall.
