CLOSER LOOK – Lou Logan (Inupiaq) this afternoon gets a close look at the SJ Museum’s Seward Peninsula Kayak, which was collected by Sheldon Jackson himself and has been on display since 1895. Logan, a quyaq (kayak) builder, is in town from Juneau on a Museums Alaska grant to take measurements and photographs, consult object records at the museum, and find inspiration for his own work. City Settles Silva Suit For $325K

The city has said that the amount the municipality paid to settle a lawsuit filed by police Officer Ryan Silva was $325,000.
Silva signed the settlement agreement and a release of all claims on October 28; Silva, Interim Administrator Hugh Bevan and the executive director of Silva’s union, the Public Safety Employees Association, signed a Letter of Understanding around the same time.
Silva filed suit in Sitka Superior Court last year alleging he was retaliated against for pointing out problems in the department, and for taking time off from his job with the police department for periodic duty in the Coast Guard Reserve, which he said was a violation of the Uniformed Services Employment and Re-employment Rights Act.
The city denied all claims, and no admission of liability is in the settlement agreement, City Attorney Brian Hanson said just after the agreement was signed.
The claims were settled through mediation on Oct. 7, but court documents related to the settlement were not available until last week.
The letter of understanding signed by PSEA, the city and Silva says that:
– the city agrees to allow Silva to remain employed with the police department until Oct. 1, 2020, on military leave status with the U.S. Coast Guard.
– Silva will not receive pay or benefits from the city while on leave, and agrees not to perform any work as a police officer during military leave.
– Silva agrees to resign his police officer position, effective Oct. 1, 2020, when his military leave status terminates for any reason.

Watson, a 2000 Sitka High graduate, is a senior in engineering technology. He is the son of Cathy Watson and the late Craig H. Watson.
