Assembly Rates 2 City Officials As ‘Satisfactory’

In its annual evaluations, the Assembly Thursday night rated the performances of City Administrator John Leach and City Attorney Brian Hanson as “satisfactory.”

Both evaluations were held behind closed doors, at the request of the two officials.

After the 33-minute executive session on the attorney, Mayor Gary Paxton said Hanson received a “satisfactory” report and “thanks for a job well done.”

Following the 41-minute evaluation of Leach, Paxton said, “We gave the administrator a satisfactory report and thanked him immensely for doing a great job and doing it in a time of really difficult circumstances.”

Five Assembly members were at the meeting: Paxton, Steven Eisenbeisz, Kevin Mosher, Thor Christianson and Richard Wein. Valorie Nelson and Kevin Knox were absent.

The evaluations are customarily held once a year, usually in the spring, but business related to the pandemic delayed this year’s evaluations.

Hanson has been city attorney since September 2016. The Assembly hired Leach last September, when he was still on duty in the U.S. Coast Guard, and he took over as administrator on February 29 this year.

The administrator and the city attorney are the only two city employees directly hired by the Assembly and “serve at the pleasure” of the elected officials.
