Haulout, Storm Damage On Assembly’s Agenda

A resolution declaring a local emergency for damage from the Nov. 30 storm; a CARES Act update and consideration of a request for proposals for a haulout at the industrial park are among items on tonight’s Assembly agenda.

The Assembly also will consider an amendment extending a water purchase agreement to Eckert Fine Beverages for raw water at the Gary Paxton Industrial Park; and a lease to K&E for Site 4 in the Granite Creek lease area.

The meeting starts at 6 p.m. at Harrigan Centennial Hall. Remote access is available through the city website.

The haulout RFP up for consideration is similar to one that came before the Assembly previously.

“It’s similar but not the same,” said GPIP director Garry White, who said this version of the RFP includes more design criteria. The board also recommended an option for private ownership of the property.

“We prefer a long term lease, but we’re trying to cast a wide net,” White said. “Is there a group out there that would build it if there was an ownership component?”

A memo from City Administrator John Leach says an appropriation of $100,000 has been approved for a specialized consultant for technical analysis and design related to developing a haulout. Funding for this work will come from the city economic development fund when and if it’s necessary.

“The RFP specifies that the developer or developers must be willing and able to privately fund and operate a marine haulout and shipyard, furnishing all financing, labor, materials, equipment, tools, supervision, and other facilities to create and manage the marine facility(s),” the memo says.

The administrator recommends approving the release of the request for proposals for 90 days.

The city is working against a deadline of the impending closure of Halibut Point Marine haulout in the spring of 2021.
